Tree removal permits in Salem

Salem Revised Code Chapter 808 regulates removal only for the trees it names. A significant tree is 30 inches DBH or more, an Oregon white oak 20 inches or more, or any rare or threatened species; tree of heaven, empress tree, black cottonwood and black locust never count, however large. A permit is also needed for trees in a riparian corridor and for trees that are part of required landscaping on business, school or apartment sites under SRC 807. An application fee applies, though the amount isn’t published.

Read “removal” broadly. A 2023 city decision defines it to include taking 30 percent or more of the crown, trunk or roots, or topping, so heavy pruning on a big oak can need the same permit as cutting it down. If the tree is under the thresholds and not near a stream, no city permit is needed; if you’re unsure, call Development Services at 503-584-4646 or apply through the Permit Application Center. Storm records for Marion County (covers Salem)

Fire is what makes Marion County’s record unusual for the Willamette Valley. NOAA logged 148 storm reports here since 2016, ranking 13th of Oregon’s 36 counties, and 34 of them are wildfire, second only to heavy snow at 60. Winter storms add 21, and wind is a smaller share, with 10 strong-wind and 9 high-wind reports.

Most of the fire reports come from the Cascade zones in the county’s east, not from Salem itself, and the count has eased: 37 reports in the latest three years against 70 in the three before. Wind still matters at home, though. FEMA’s National Risk Index (December 2025) rates strong wind Relatively High at 89.9 for Marion County, and 64 percent of reports land between November and February.

Marion County’s largest single episode came on September 7, 2020. Warm, dry ridging had held for days when an unusually strong backdoor cold front arrived, flipping winds to a hard easterly that poured off the Cascades through the evening and into the next day. Humidity dropped and the fuels were already parched, so fires burning in the North Oregon Cascades and foothills grew explosively; NOAA counted 7 wildfire reports for the county. The tree-care lesson for Salem is the direction: those winds load crowns from the east, the side winter storms rarely test.

Salem is split between two utilities: Salem Electric serves West Salem, downtown and North Salem, and Portland General Electric serves the rest of the city.
