Pruning rules and permits in Salem

For a significant tree, meaning 30 inches DBH or larger or an Oregon white oak of 20 inches or more, heavy pruning can trigger the same SRC Chapter 808 permit as cutting it down. The 2023 city decision that defines “removal” counts loss of 30 percent or more of the crown, trunk or roots, and topping. Light structural pruning and deadwood removal stay well under that line; a big crown reduction on a large oak may not.

Trees between the street and sidewalk, and trees in parks, are city-owned. You need a separate street tree permit application before pruning one, even if it shades your yard.

For a large tree you plan to reduce hard, ask Development Services at 503-584-4646 before work starts and keep the answer.

Power lines and utilities in Salem

Salem is split between two utilities: Salem Electric serves West Salem, downtown and North Salem, and Portland General Electric serves the rest of the city. Your bill shows which one you have.

PGE trims transmission, primary and secondary distribution lines, keeps at least 10 ft around primary lines (the distance varies by voltage under OAR 860-024-0016), and trims the service wire to your house only when branches strain or rub it. Salem Electric does not publish its trimming or clearance rules, so call the number on your bill before your crew works near its lines.

Never prune around the primary lines on the poles yourself. That work belongs to the utility. PGE takes outage reports at 503-464-7777 or 800-544-1795, around the clock; Salem Electric customers should use the number on the bill. The utilities page lists who clears what across Oregon and Washington.

Split: Salem Electric (17.5 sq mi total territory) serves West Salem, downtown and North Salem; PGE serves the rest; PGE majority inferred from territory size

Power line involved? Only a qualified line-clearance crew may work within 10 ft of an energized line. Call 911 or the utility outage line first; see tree removal near power lines.

What trimming costs in Salem

The modeled range in the table below depends on height, the amount of canopy removed and how the crew reaches it. Limbing a conifer up for clearance is quick; thinning a mature oak by hand, branch by branch, is slow climbing work.

BLS puts Salem’s mean wage for tree trimmers and pruners at $34.49 an hour (method). That pool is small, about 100 workers, so dry-season pruning slots fill. Work around the service drop costs more when the line stays live, so plan that part with your utility first.

When to trim in Salem

Salem’s storm season is winter: NOAA put 64 percent of Marion County’s 148 reports between November and February, led by 60 heavy snow reports. Wet snow piles onto long, heavy limbs, so reduction and end-weight pruning belong in summer or early fall, before the first storm.

The Salem McNary station averages 0.25 inches of rain in July and 0.39 in August, which keeps lawns firm for lifts. With Mediterranean oak borer confirmed here, look over any oak for borer damage before pruning, and keep cut oak wood within 10 miles. Salem is USDA zone 8b.

What to do next

Measure any tree you plan to cut hard. If it is a significant tree, check with Development Services before more than a light prune. If it is a street tree, file the street tree permit first, and if the work touches the service drop, call PGE or Salem Electric, whichever is on your bill.

Check the contractor with the Oregon tree service license lookup, and see the Salem hub for the city’s storm and permit data. If pruning can’t save the tree, go to Salem tree removal.
