Tree removal permits in Albany

Albany writes its threshold as a circumference, so bring a tape rather than calipers. AMC 7.98.040(2) requires a permit from the City Forester for any tree 5.25 feet around, which works out to about 20 inches in diameter, on all property inside the city limits unless a land use action has already authorized the removal; a separate definition in 7.98.030(6) cites 6.5 feet (about 25 inches), and the code is read here with the lower figure as the trigger. The permit is decided against the criteria in 7.98.180 and runs for 180 days, and the fee is set by Council resolution under 7.98.205 but was not published.

The county’s largest episode is the Labor Day fire wind of 2020. On September 7, after a hot stretch of early-September ridging, an unseasonably strong backdoor cold front sent violent easterly downslope winds off the Cascades and the Coast Range; they built fast through the afternoon and evening and blew through most of the next day, and with humidity near the floor and fuels bone dry, fires already burning in the North Oregon Cascades and their foothills exploded in size. NOAA logged 7 wildfire reports for Linn County from the event. For Albany the lesson is about the east wind as much as the fire: a dry-season easterly pushes on crowns from the opposite side to the winter storms, so a leaning or root-damaged tree should be dealt with before the first September forecast of offshore flow.
