Tree removal permits in Newberg

Newberg’s answer for an ordinary yard tree is no permit. The city’s code compliance FAQ and Planning Division (503-537-1240) draw three exceptions: a tree in the public right-of-way, a tree inside the Stream Corridor Overlay Zone, and a tree that was planted or retained as part of an approved landscape plan, where trees that went through design review need Planning’s sign-off before they come out. Of the three, the right-of-way rule is the strict one: under NMC 12.05.260 no tree over 2 in diameter in the ROW may be removed, topped or severely pruned without a Planning Division permit, and replacements come from the city’s street tree list.

What still applies when no permit is needed: NMC 8.15.100 sets clearance and hazard-tree duties, so a tree blocking a sidewalk or threatening a neighbor remains your problem even without a permit; the stream corridor overlay follows the creeks, so check the zoning map before you cut near water; and a tree the city required on a site plan is not yours to remove freely. Yamhill County rules take over outside the city line. The Oregon permit guide puts Newberg’s hands-off approach beside the cities that do require one.

Storm records for Yamhill County (covers Newberg)

Yamhill County’s storm reports come in one season. Of the 79 NOAA logged since 2016, 73% fall between November and February, with January, February and December the peak months, and the county ranks 29 of 36 in Oregon by total, so the volume is low and the timing is predictable. High wind leads the file with 29 reports, heavy snow follows at 24, then strong wind and winter storm at 9 each, ice storm 4, winter weather 2 and wildfire 2. For Newberg that means a short window in which a wet-soil gust or a snow load can bring a tree down, and nine quieter months in which to prune or remove it on purpose.

The pace is level: 21 reports in the most recent three years against 23 in the three before. FEMA’s December 2025 National Risk Index rates ice storms in the county Relatively Moderate (score 68.7), strong wind Relatively Low (43.7) and winter weather Relatively Low (29.5). The West Hills and Chehalem Mountains forecast zone, which rises directly above Newberg, is named in the county’s largest episode.

On 2025-02-13 the county’s largest recent episode began with abnormally cold air already in place at daybreak. Precipitation spread in from the south as a warm front approached, and because the warm air overran the cold layer instead of scouring it out, western Oregon got snow, sleet and freezing rain in turn until February 14th. NOAA’s 4 reports for the episode were 2 heavy snow, 1 winter storm and 1 ice storm, with no damage figure, across zones that include the West Central Willamette Valley and the West Hills and Chehalem Mountains. The ice-storm entry is the one for Newberg tree owners to note, since glaze is what breaks the long horizontal limbs of valley oaks and maples.

Power lines and utilities in Newberg

Portland General Electric is the utility for Newberg. PGE trims around its transmission lines and its primary and secondary distribution lines, and it asks customers to keep at least 10 feet of clearance around primary lines; the exact distance varies with voltage under Oregon PUC rule OAR 860-024-0016. The service wire to your house is trimmed only when branches strain or rub it, so routine clearance there is yours, and PGE asks that nothing be planted under or around its wires. Outages go to 503-464-7777 or 800-544-1795, answered 24 hours.

If your Newberg bill comes from another provider, the utility directory lists its program. Whichever company owns the line, a tree leaning on a wire is the utility’s call first, as the power-line page sets out.

Pests and quarantines

Emerald ash borer (EAB) · quarantineMediterranean oak borer (MOB)

Both of Oregon’s new borers are confirmed in Yamhill County, and the county is inside the emerald ash borer quarantine. That rule governs where ash wood from a Newberg removal can go: nowhere, unless it is chipped to 1 in or less, kiln-dried and debarked, or heat-treated to 160 F at the core for 60 minutes with ODA permission, and any load moving between April 1 and September 30 is covered. Mediterranean oak borer carries no quarantine, but oak firewood should stay within 10 miles of where it grew, and an infested oak is chipped or burned on site, stump and all, within Oregon DEQ burn rules.

Report either insect with photos and a location to the Oregon Invasive Species Online Hotline. The EAB in Oregon page explains why an ash that has already lost its crown is a harder, costlier removal than one taken down early.

  • Emerald ash borer (EAB): OR (ODF/ODA): keep raw ash wood inside the quarantine; move only as <=1-in chips or kiln-dried debarked lumber, or heat 160F core for 60 min with ODA permission; cover loads during flight period Apr 1
  • Mediterranean oak borer (MOB): Don't move cut oak firewood >10 miles from source; cut then burn or chip (<=1 in) infested trees including the stump on site; report with photos/location to Oregon Invasives Hotline

Growing conditions in Newberg

Newberg’s ZIP code sits in USDA zone 8b on the 2023 map, Willamette Valley floor conditions with the Chehalem Mountains rising beside the town. Oregon white oak, Douglas fir and bigleaf maple grow well in it, and so do the orchard and nut trees the valley is known for. With no replacement rule in the city code, replanting after a removal is your choice; the borers argue against ash, and the city’s street tree list is a sensible menu even for a yard tree. Plant in the wet months from late fall to early spring.

Labor index for Newberg

Newberg falls inside the BLS Portland-Vancouver-Hillsboro area, where the mean wage for tree trimmers and pruners is $35.04 an hour (May 2025), the median $36.33, and 1,160 workers are counted. It is an index of labor rather than a quote: the crew-hour a company charges carries equipment, insurance, fuel and dump fees on top, and quarantine handling if the tree is ash. With no permit fee and a low storm count, Newberg bids should sit close to the modeled ranges in the cost guide.

Portland-Vancouver-Hillsboro, OR-WA: $35.04 per hour mean wage for tree trimmers and pruners (BLS, May 2025). This is a labor index, not a price; the modeled crew-hour cost used on this site is $225 (method).

Sherwood is 7 miles away, Wilsonville 9, Tualatin 10, Tigard and Woodburn 12 and McMinnville 13, and those pages carry permit rules that differ from Newberg’s, so a company working across the county line changes paperwork at the city limit. County-wide hazard ratings and burn rules are on the Yamhill County page.

Tree services in Newberg

Because private trees need no permit, Newberg’s tree removal page is about hazard, cost and wood disposal rather than forms, with the right-of-way and stream corridor exceptions flagged. Trimming is where the city’s 2 in street-tree rule matters, since topping or severe pruning of a ROW tree needs a permit too. Stump grinding inside the EAB quarantine keeps ash grindings on site, and emergency service covers the November-to-February window that holds 73% of the county’s reports.

What to do next

Confirm the tree is yours to cut: not in the right-of-way, not inside the Stream Corridor Overlay Zone, not on an approved landscape plan. If any of those applies, Planning at 503-537-1240 is the next call; if none does, book a risk assessment and decide on your own timetable, ideally before November.

Run the company through the Oregon license lookup, ask where ash or oak wood will end up, and compare two or three written bids against the modeled range.
