Tree removal permits in McMinnville
McMinnville’s Zoning Ordinance Chapter 17.58 governs trees, and the city’s own FAQ is clear about house lots: no permit is needed to remove a private tree. The exceptions are trees on an approved landscape plan, which covers commercial, industrial, apartment and religious sites, and trees on land under development review. Appeals go through 17.72.170.
Street trees have a two-track permit. A Simple permit takes about 5 business days and needs an arborist report showing hazard, disease or damage; a Complex permit goes to the Landscape Review Committee and takes 14 to 30 days. Replacement comes from the Street Tree List or the subdivision plan, or you pay into the city planting fund. Call Planning at 503-434-7311 before scheduling street-tree work, and see the Oregon permit guide for other cities.

The county’s largest recent episode began on February 13, 2025. Unusually cold air was already in place when a warm front pushed precipitation northward across the region, and warm air riding over the cold produced a mix of snow, sleet and freezing rain across western Oregon through February 14. NOAA logged 4 reports, 2 heavy snow, 1 winter storm and 1 ice storm, across the Coast Range, the West Central Willamette Valley and the West Hills and Chehalem Mountains. Mixed snow and ice is the combination that strips limbs from oaks and big-leaf maples.

Power lines and utilities in McMinnville
McMinnville Water & Light provides power; report outages at (503) 472-6158. MW&L’s contractor trims trees near lines on a 3-year cycle; it does not say who handles the service drop to the house. Its planting rule is simple: trees under 25 feet tall at maturity may go within 30 feet of lines, and anything taller belongs more than 30 feet away.
For a limb over the drop, call MW&L before a crew. Read tree removal near power lines and check the utility directory.

Ash wood must stay within it unless chipped to 1 inch or smaller, kiln-dried and debarked, or heated to 160°F at the core for 60 minutes with ODA permission, and loads should be covered from April 1 to September 30. Mediterranean oak borer is also confirmed: keep cut oak firewood within 10 miles of where it was cut, and chip or burn infested oaks and their stumps on site. Report sightings to the Oregon Invasives Hotline, and read EAB in Oregon and the pest guides.

McMinnville is in USDA hardiness zone 8b. For replanting, follow MW&L’s 25-foot and 30-foot rule near lines, and avoid ash given the quarantine. With both emerald ash borer and Mediterranean oak borer confirmed, diversifying away from ash and oak in new plantings reduces the chance of losing a whole row at once.
