Tree removal permits in West Linn
West Linn defines the word tree, and the definition is the rule. Under the Community Tree Code (WLMC 8.500 to 8.798) a tree is any trunk of 12 in DBH or more for most species, and 6 in DBH for Oregon white oak, Pacific madrone and Pacific dogwood; a multi-trunk tree is measured by adding its stems at 54 in above the ground. Removing one anywhere in the city, public land or private, needs a permit from the City Manager’s designee, Parks and Recreation (treepermits@westlinnoregon.gov), with a decision in up to 20 business days and a 10-day appeal window. Orchard trees, tree farms and commercial nurseries are exempt under 8.560.
Replacement is required, with the details in 8.630, and the city keeps a Tree Canopy Replacement Account (8.760) for cases where replanting on the lot is not possible. The fee is set by council schedule under 8.540, and the code PDF the city posts says the permit fee shall be zero, though the current amount was not confirmed, so ask when you apply. Street trees take a separate Street Tree Removal and Replacement Form with payment, heritage trees fall under 8.710, and removals tied to development go through the Community Development Code instead. FEMA’s National Risk Index gives Clackamas County a rating of Relatively High on three of the four hazards that fell trees: strong wind (score 93.4), ice storms (90.9) and winter weather (85.4), with only wildfire lower at Relatively Low (86.8) in the December 2025 release. The storm record behind those ratings is deep: NOAA logged 198 reports for the county since 2016, which ranks it 8 of 36 in Oregon, led by heavy snow at 64, then strong wind 32, winter storm 28 and high wind 14. A ridge of high pressure had warmed the region above normal in early September; on the afternoon and evening of the 7th an unusually strong cold front came through from the east, and strong downslope winds blew off the Cascades and Coast Range for the better part of two days. Humidity was extremely low, fuels were exceptionally dry, and fires already burning grew explosively; NOAA tied 7 wildfire reports to the North Oregon Cascades and the Cascades foothills zones. West Linn was not in those zones, but the east wind that drove the fires is the wind FEMA’s strong-wind rating reflects, and it arrives while trees are in full leaf.
