Tree removal permits in Wilsonville

Wilsonville’s threshold is low and the process is tiered. The city code (WC 4.600.10, with the July 2024 Tree Manual) covers any tree of 6 in DSH, measured at 4.5 ft, on private property. One to three trees in 12 months is a Type A permit: administrative, $24, with a decision inside 10 working days from the Planning Division (503-682-4960, planning@ci.wilsonville.or.us). Four or more trees, a heritage tree, or anything in the Significant Resource Overlay Zone or the Willamette Greenway moves to Type B; development sites are Type C and woodlots Type D, with those fees set by council resolution.

Every permitted tree is replaced one for one with a 2 in caliper deciduous tree or a 6 ft conifer, under a two-year guarantee, so budget the replanting with the removal. The exemptions are narrow: agriculture, utility work, filbert trees, and emergencies, where the Type A application is filed within 30 days after the fact. Street trees are public but privately maintained, and the city approves their removal only in exceptional circumstances such as an imminent hazard, always with replanting. How other Oregon cities compare is in the Oregon permit guide.

Storm records for Clackamas County (covers Wilsonville)

Clackamas County’s storm file has an entry most Willamette Valley counties lack: wildfire, with 35 reports since 2016, second only to heavy snow at 64. NOAA logged 198 reports in all, ranking the county 8 of 36 in Oregon, and strong wind (32), winter storm (28) and high wind (14) fill out the list. The fire reports in the largest episode were filed for the North Oregon Cascades and its foothills rather than the valley floor where Wilsonville sits, but the September 2020 event shows how an east-wind fire day reaches the whole county through smoke, outages and closed roads.

For day-to-day tree risk the winter numbers matter more. December, February and January are the peak months, 66% of reports fall November through February, and the county’s FEMA National Risk Index ratings (December 2025) are Relatively High for strong wind (score 93.4), ice storms (90.9) and winter weather (85.4). The recent three years were quieter, 48 reports against 86 in the three before, which is a lull to use for planned pruning rather than a trend to count on.

Largest recent episode: 2020-09-07: 7 reports (Wildfire 7).

The county’s largest episode dates to 2020-09-07. Early September ridging had pushed temperatures above normal; then an unseasonably strong backdoor cold front arrived on the afternoon and evening of the 7th, and very strong easterly winds poured downslope off the Cascades and the Coast Range for much of the following day. With relative humidity extremely low and fuels exceptionally dry, the wind produced critical fire weather and explosive growth of fires already burning. NOAA logged 7 wildfire reports for the North Oregon Cascades and its foothills. The tree-care lesson for Wilsonville is the east wind itself: the same gradient that drove those fires loads valley trees from the side they are least used to.

Power lines and utilities in Wilsonville

No utility is mapped to Clackamas County in this site’s data yet, so Wilsonville’s outage line, trimming program and clearance distances do not appear below; the utility directory is the place to find your provider’s rules. The constant across every provider is the 10 ft rule: only a qualified line-clearance crew may work within 10 ft of an energized line, and utility line work is one of the few removals the city code exempts from its permit. A tree on a wire is a call to the utility first, as the power-line page lays out.

Pests and quarantines

Emerald ash borer (EAB) · quarantineMediterranean oak borer (MOB)

Clackamas County is inside Oregon’s emerald ash borer quarantine, and the beetle is confirmed here, so an ash removal in Wilsonville ends with a disposal plan rather than a firewood pile. Raw ash wood stays inside the quarantine; it may leave only as chips of 1 in or smaller, as kiln-dried debarked lumber, or after the core has been heated to 160 F for 60 minutes with ODA permission, and loads are covered during the April 1 to September 30 flight period. The city’s one-for-one replacement rule makes the species choice after an ash removal matter: pick something the borer does not eat.

Mediterranean oak borer is also confirmed in the county, without a quarantine. Keep cut oak firewood within 10 miles of where it grew, and have an infested tree chipped or burned on site, stump included, within Oregon DEQ burn rules. Report either pest with photos to the Oregon Invasive Species Online Hotline; the EAB in Oregon page has the signs to look for.

  • Emerald ash borer (EAB): OR (ODF/ODA): keep raw ash wood inside the quarantine; move only as <=1-in chips or kiln-dried debarked lumber, or heat 160F core for 60 min with ODA permission; cover loads during flight period Apr 1
  • Mediterranean oak borer (MOB): Don't move cut oak firewood >10 miles from source; cut then burn or chip (<=1 in) infested trees including the stump on site; report with photos/location to Oregon Invasives Hotline

Growing conditions in Wilsonville

Wilsonville’s ZIP codes fall in USDA zone 8b on the 2023 map. For replanting under the city’s one-for-one rule that is a forgiving band: Oregon white oak, bigleaf maple and Douglas fir, the native large trees of the mid-Willamette Valley, all grow well in it, and so do most of the conifers that reach the 6 ft replacement size quickly. Plant between late fall and early spring while the soil is wet, and keep the two-year guarantee in mind when choosing a nursery.

Labor index for Wilsonville

BLS puts the mean hourly wage for tree trimmers and pruners in the Portland-Vancouver-Hillsboro area at $35.04 (May 2025), the median at $36.33, with 1,160 workers counted. Wilsonville companies hire from that pool, and the figure is an index of labor cost rather than a price list: the crew-hour you are billed also carries equipment, dump fees and insurance, and in Wilsonville a replacement tree and the $24 permit on top. Compare bids against the modeled ranges in the cost guide.

Tualatin, Sherwood and Canby are each 5 miles away, West Linn 7, Tigard and Lake Oswego 8; each of those pages carries a different permit rule, and a tree on the Wilsonville side of a city line is judged by the 6 in standard, not the neighbor’s. Tree services in Wilsonville

Because the 6 in threshold catches nearly every mature tree, tree removal in Wilsonville almost always begins with a Type A or Type B application, and the removal page walks through it. Trimming keeps a tree below the permit question entirely, and is the route for street trees, which the city rarely lets you remove. Stump grinding matters more here than in most cities because the replacement tree often goes near the old stump, and emergency service covers the 30-day after-the-fact permit for a tree that came down on its own.

What to do next

Measure the trunk at 4.5 ft: at 6 in or more, file the Type A application with Planning (503-682-4960) and allow 10 working days; at four or more trees, or near the river or a heritage tree, plan for Type B. Line up the replacement tree at the same time, since the permit expects one per tree removed.

If the tree is ash, have an arborist confirm whether the borer is already in it, and ask the company how it will handle the wood inside the quarantine. Confirm the company’s standing through the Oregon license lookup, then weigh two or three written bids against the modeled range.
