Tree removal permits in Lake Oswego

Lake Oswego’s code covers nearly every yard tree. LOC 55.02.025 requires a permit for any tree 6 inches DBH or larger. On single-family lots, a Type I permit with no review allows up to two trees of 15 inches DBH or less per year, plus fruit trees, but not in historic districts, RC or RP zones, or for heritage or public trees. Everything else goes through Type II review. Planning and Building Services handles it at 503-635-0290 or trees@lakeoswego.city; filing fees are set by Council resolution and were not published.

Replacement under 55.02.084 is generally one tree per tree removed, 1.5-inch deciduous or 6-foot evergreen, and 2:1 for significant trees in development. It does not apply to dead, hazard or Type I removals. Trees on public property or in the right-of-way cannot use Type I at all. Heritage trees fall under Article 55.06. Largest recent episode: 2020-09-07: 7 reports (Wildfire 7).

The county’s largest episode was the Labor Day windstorm of 2020. After early-September heat, an unusually strong backdoor cold front on September 7 set off violent easterly downslope winds off the Cascades and Coast Range that lasted into the next day; combined with very low humidity and dry fuels, they drove explosive growth of fires already burning. NOAA logged 7 wildfire reports in the North Oregon Cascades and foothills. Easterly gusts strike crowns from the side opposite winter storms, which is why some trees failed that week that had stood through many winters.
