Tree removal permits in Canby
Canby’s tree chapter, CMC 12.32, is written around public trees. It sets no diameter threshold and no permit for a tree standing wholly on private land, so taking down a backyard fir is between you and the crew you hire. The one reach into private yards runs the other way: the City Forester may order a hazardous tree on public or private property trimmed or removed, and removals required that way carry no fee under 12.32.070 division A. Emergency removal is allowed.
The street strip is different. CMC 12.32.060 requires a permit before anyone removes a tree in the public right-of-way, issued as a Street Tree Cut Permit through Development Services, and replacements come from the Canby Street Tree List. The city’s online permit page was unreachable when checked on October 2, 2026, so call Public Works before the crew is booked. Other cities’ rules are in the Oregon permit guide.

Storm records for Clackamas County (covers Canby)
Clackamas County’s storm count has dropped sharply. NOAA logged 48 reports in the latest three years against 86 in the three before, a fall of about 44 percent, though the county still ranks 8th of Oregon’s 36 with 198 reports overall. Heavy snow leads with 64, then wildfire with 35, strong wind with 32 and winter storms with 28.
Winter still carries the load: 66 percent of reports fall between November and February, peaking in December, February and January. FEMA’s National Risk Index (December 2025) rates the county Relatively High for wind (93.4), ice (90.9) and winter weather (85.4), so a quieter few years is no reason to leave a cracked limb hanging over the roof.

The county’s largest episode came on September 7, 2020. After a warm early-September stretch, an unusually strong backdoor cold front drove hard easterly winds down off the Cascades and the Coast Range; they rose quickly through the afternoon and evening and held through most of the next day. Bone-dry fuels and very low humidity turned that wind into explosive growth for fires already burning in the North Oregon Cascades and their foothills, and NOAA logged 7 wildfire reports for the county. For a Canby yard the point is direction: an east wind loads crowns from the side winter storms don’t, so a leaning tree is worth a look before fire season.

Power lines and utilities in Canby
No electric utility is mapped for Canby in this site’s data yet, so find the provider on your bill and look it up in the utility directory. Whoever owns the line, a tree touching a wire is the utility’s call before it is a crew’s; tree removal near power lines covers what an owner can and cannot do. The city’s own clearance rule still applies over the street: 14 feet over arterials, 12 over other streets and 8 over sidewalks.

Pests and quarantines
Emerald ash borer (EAB) · quarantineMediterranean oak borer (MOB)
Emerald ash borer is confirmed in Clackamas County, and the county sits inside Oregon’s quarantine. If you take down an ash, the raw wood stays inside the quarantine; it can leave only as chips of 1 inch or smaller, as kiln-dried debarked lumber, or after heating to 160°F at the core for 60 minutes with ODA permission. Cover loads from April 1 to September 30. More is in emerald ash borer in Oregon.
Mediterranean oak borer is confirmed here too, without a quarantine. Keep cut oak firewood within 10 miles of where it was cut, and burn or chip infested oaks, stump included, on site.
- Emerald ash borer (EAB): OR (ODF/ODA): keep raw ash wood inside the quarantine; move only as <=1-in chips or kiln-dried debarked lumber, or heat 160F core for 60 min with ODA permission; cover loads during flight period Apr 1
- Mediterranean oak borer (MOB): Don't move cut oak firewood >10 miles from source; cut then burn or chip (<=1 in) infested trees including the stump on site; report with photos/location to Oregon Invasives Hotline

Growing conditions in Canby
Canby is in USDA hardiness zone 8b. Replacement street trees must come from the Canby Street Tree List, new development plants one street tree per 30 feet of frontage, and topping a street tree is prohibited, so pick a species whose mature size fits the strip rather than one you will have to cut back. In the yard, the county’s 64 heavy-snow and 5 ice-storm reports argue for trees that shed wet weight, and an ash is a poor bet inside the EAB quarantine.

Tree services in Canby
The service pages below apply Canby’s rules job by job. Removal is where the Street Tree Cut Permit and the forester’s hazard power matter; trimming runs into the 14, 12 and 8-foot clearance rules and the topping ban; stump grinding needs an 811 locate and care with ash chips inside the quarantine; and the emergency page covers December snow loads and a September east wind.
What to do next
Start with the property line: a tree in the right-of-way needs the Street Tree Cut Permit, a tree in your yard needs none. If snow or wind has cracked it, book a risk assessment before deciding. Call Public Works rather than relying on the online permit page, and confirm the company in the Oregon license lookup before paying a deposit.
