Tree removal permits in Milwaukie

Milwaukie Municipal Code Chapter 16.32 runs two systems. Private trees in residential zones are regulated at 6 inches DBH or larger, or smaller if the species is on the Rare or Threatened Tree List or the tree was planted as a required tree. A Type A permit, issued by the Urban Forester without notice, covers dead or dying trees, hazards, infrastructure conflicts, invasives, and one healthy tree under 12 inches per tax lot in any 12 months. Anything else is Type B, and removing a healthy tree under Type B takes what the code calls extraordinary circumstances.

Replacement follows every permit. Type A requires 1 tree; Type B scales by size, 1 tree for 6 to under 12 inches, 2 for 12 to under 24, 3 for 24 to under 36 and 4 at 36 inches and up, plus a Tree Fund fee. Street and public trees are stricter: from 2 inches DBH, removal, planting or pruning more than 20 percent of the canopy needs a permit, with a $50 application fee and a removal fee by diameter. Private-tree fees sit in the master fee schedule and were not published. Call Public Works Urban Forest at 503-786-7655 or email urbanforest@milwaukieoregon.gov first; the Oregon permit guide compares other cities.

Storm records for Clackamas County (covers Milwaukie)

Fire is the second-largest category in Clackamas County’s storm log. NOAA logged 198 reports, and after 64 heavy-snow reports come 35 wildfire, ahead of 32 strong wind, 28 winter storm and 14 high wind. That total puts Clackamas 8th of Oregon’s 36 counties, and its forecast zones stretch from the inner Portland metro up into the North Oregon Cascades, where the fire reports cluster.

For a Milwaukie yard the winter half still matters most: 66 percent of reports fall between November and February, peaking in December, February and January. FEMA’s National Risk Index (December 2025) rates wind, ice and winter weather all Relatively High for the county, at 93.4, 90.9 and 85.4. Reports have dropped to 48 in the latest three years from 86 in the three before.

The county’s top episode is the Labor Day wind of 2020. After early-September ridging pushed temperatures above normal, an unusually strong backdoor cold front arrived on September 7 and set off violent easterly downslope and offshore winds off the Cascades and Coast Range that held into the next day. With very low humidity and dry fuels, fires already burning grew explosively. NOAA logged 7 wildfire reports, all in the North Oregon Cascades and their foothills rather than the metro zones. The lesson for Milwaukie is the wind direction: east wind loads crowns from the opposite side to winter storms.

Power lines and utilities in Milwaukie

No electric utility is mapped for Milwaukie on this site yet. Your bill names the provider, and the utility directory adds trimming policies and outage lines as they are confirmed. A tree touching a line is the utility’s call before it is a crew’s; tree removal near power lines explains the handoff. Milwaukie’s code also lists infrastructure conflict as a Type A reason, so a private tree fighting a line may qualify for the simpler permit.

Pests and quarantines

Emerald ash borer (EAB) · quarantineMediterranean oak borer (MOB)

Two borers matter here. Emerald ash borer is confirmed and Milwaukie is inside the quarantine: raw ash wood stays inside it and leaves only as chips of 1 inch or less, as kiln-dried debarked lumber, or after heating to a 160F core for 60 minutes with ODA permission; cover loads from April 1 to September 30. Mediterranean oak borer is confirmed without a quarantine, so keep cut oak firewood within 10 miles and chip to 1 inch or burn infested trees on site, stump included. Report either to the Oregon Invasives Hotline, and see emerald ash borer in Oregon.

  • Emerald ash borer (EAB): OR (ODF/ODA): keep raw ash wood inside the quarantine; move only as <=1-in chips or kiln-dried debarked lumber, or heat 160F core for 60 min with ODA permission; cover loads during flight period Apr 1
  • Mediterranean oak borer (MOB): Don't move cut oak firewood >10 miles from source; cut then burn or chip (<=1 in) infested trees including the stump on site; report with photos/location to Oregon Invasives Hotline

Growing conditions in Milwaukie

Milwaukie sits in USDA hardiness zone 9a, mild enough for a long replanting list. Replacement comes with every permit, so the choice is not optional: skip ash given the quarantine, and favor trees that carry wet snow, since heavy snow and winter storm make up 92 of the county’s 198 reports. The Rare or Threatened Tree List works in reverse, because planting one puts it under the code below 6 inches.

Labor index for Milwaukie

BLS puts tree trimmers and pruners in the Portland-Vancouver-Hillsboro area at a $35.04 mean and $36.33 median hourly wage, with about 1,160 employed. That is a wage, not a price. Ash work inside the quarantine adds chipping to 1 inch or hauling under the movement rules, and a Type B removal adds replacement trees and a Tree Fund fee, all on top of the crew-hours in the modeled ranges on the service pages.

Portland-Vancouver-Hillsboro, OR-WA: $35.04 per hour mean wage for tree trimmers and pruners (BLS, May 2025). This is a labor index, not a price; the modeled crew-hour cost used on this site is $225 (method).

Tree services in Milwaukie

Each service page applies Milwaukie’s rules to Oregon’s modeled ranges. Removal covers Type A versus Type B and the replacement schedule; trimming covers the 20 percent canopy limit on street trees; stump grinding covers 811 and what happens to ash grindings in the quarantine; and emergency service covers December snow and a September east wind.

What to do next

Measure the trunk at breast height and identify the species. A healthy tree under 12 inches, once a year, is a Type A permit; a larger healthy tree is Type B and needs an argument for extraordinary circumstances; a dead or hazardous tree goes in as Type A with documentation, ideally a risk assessment. Call the Urban Forester at 503-786-7655 first, and check any company in the Oregon license lookup before paying a deposit.
