Tree removal permits in Oregon City

Oregon City’s tree rules live in OCMC 17.41, the tree protection, preservation, removal and replanting chapter, and they bite in specific places. A yard tree is generally yours to remove, but if the lot is under development review, or the tree stands in a water-quality, geologic-hazard or habitat overlay, Planning reviews it first. Heritage trees on the historic site inventory are regulated through the Historic Overlay.

If you are unsure which side of those lines you are on, check the overlay maps or call Planning before a crew is booked; the city’s Trees in Oregon City page is the starting point. Street trees are simpler: the Street Tree Removal and Replacement Permit is free, the replacement comes from the city’s Street Tree List (planting strips 3 feet or narrower are exempt), and right-of-way work must be done by a certified arborist. Code Enforcement and Public Works share oversight of right-of-way trees. The Oregon permit guide compares nearby cities.

The county’s largest episode is the Labor Day windstorm of 2020. A ridge had pushed temperatures above normal into early September; then on September 7 an unusually strong backdoor cold front drove powerful easterly downslope winds off the Cascades and Coast Range, building through the evening and lasting most of the next day. With humidity extremely low and fuels very dry, fires already burning grew explosively, and NOAA logged 7 wildfire reports for the North Oregon Cascades and foothills. East wind loads trees from the side opposite to winter storms, which is why a tree that has leaned for years can still fail in September.

Power lines and utilities in Oregon City

No utility is mapped for Oregon City in our directory yet. Your power bill names the provider; look it up in the utility directory or call the number on the bill to learn who trims near the lines and where your responsibility for the service drop begins. With Clackamas County’s strong-wind rating at Relatively High, a limb over the drop is worth asking about before winter, and tree removal near power lines explains why a homeowner crew should stay clear of it.

Pests and quarantines

Emerald ash borer (EAB) · quarantineMediterranean oak borer (MOB)

Emerald ash borer is confirmed in the area and Oregon City is inside the quarantine. Keep raw ash wood within the quarantine; it may leave only as chips 1 inch or smaller or as kiln-dried, debarked lumber, or after heat treatment to 160°F at the core for 60 minutes with ODA permission, and loads should be covered during the April 1 to September 30 flight period. Mediterranean oak borer is also confirmed: do not move cut oak firewood more than 10 miles, and chip or burn infested oaks, stump included, on site. Report either to the Oregon Invasives Hotline; details are on the EAB in Oregon page.

Growing conditions in Oregon City

Oregon City is in USDA hardiness zone 9a, mild enough for a wide range of replacement trees. If you are planting a street tree, the choice is limited to the Street Tree List. In the yard, the county’s 35 wildfire reports argue for a defensible-space layout near the house, and with ash under quarantine, a non-ash species avoids repeating the problem.

Labor index for Oregon City

BLS’s Portland-Vancouver-Hillsboro estimate covers Oregon City: a $35.04 mean and $36.33 median hourly wage for tree trimmers and pruners, from about 1,160 workers in the metro. That figure is a wage rather than a job price; quarantine handling of ash wood and certified-arborist requirements for street trees both add crew time that the modeled ranges on the service pages reflect.

Tree services in Oregon City

Each service page below takes Oregon City’s overlay-based rules a step further. Tree removal covers the overlay check and the free street tree permit; tree trimming covers certified-arborist work in the right of way; stump grinding covers 811 and what ash grindings can and cannot leave the quarantine; and emergency tree service covers both winter snow and September east wind.

What to do next

Check the overlay maps first; if the tree is outside them and the lot is not in development review, no city permit is needed. For a street tree, file the free permit and plan the replacement. If the tree is an ash, line up disposal that respects the quarantine. Debris burning follows Oregon DEQ rules, covered in the yard debris burning guide. Confirm a company in the Oregon license lookup before signing.
