Pruning rules and permits in Newberg

Newberg Municipal Code 12.05.260 is the pruning rule that matters. No tree over 2 in diameter in the public right-of-way may be removed, topped or severely pruned without a permit from the Planning Division (503-537-1240), and a removed tree is replanted from the city’s street tree list. Light maintenance is not the target; heavy reduction cuts are.

Trees on private lots need no permit unless they sit in the Stream Corridor Overlay Zone or belong to an approved landscape plan, where design-review trees need Planning approval. NMC 8.15.100 separately covers clearance and hazard trees, so a limb blocking a sidewalk or sight line can draw a code notice.

Power lines and utilities in Newberg

Portland General Electric serves Newberg. PGE trims its transmission, primary and secondary distribution lines and keeps at least 10 feet around primary lines, a distance that varies by voltage under OAR 860-024-0016. It also asks customers not to plant under or around its wires.

PGE trims the service drop to your house only if branches are straining or rubbing it; otherwise that span is yours. A limb resting on a line is a utility call, 503-464-7777 or 800-544-1795 for PGE, not a homeowner job; the power-line guide explains why.

When to trim in Newberg

Storms are rarer here than in most of Oregon. Yamhill County ranks 29th of 36 for NOAA reports, with 79 logged, so most trimming is planned maintenance rather than cleanup. Still, 73% of those reports came between November and February, and high wind leads with 29.

Schedule crown thinning and deadwood removal for late summer, before the winter wind and snow. Ash pruning carries a covered-load rule from April 1 to September 30, and oak cuts should stay within 10 miles because Mediterranean oak borer is confirmed here.

What to do next

Check whether the tree is in the right-of-way before you hire anyone, and get the Planning permit first if the job is more than light pruning. The Newberg page and the Yamhill County page carry the rest of the data, and the Oregon license lookup guide shows how to vet a contractor.
