Stump grinding in Newberg, Oregon

Newberg sits inside Oregon’s emerald ash borer quarantine, so an ash stump has to be ground to chips 1 in or smaller before any of it leaves the zone.

Before the grinder arrives in Newberg

Ash comes first. Under the ODF and ODA quarantine, raw ash wood stays inside the zone; it may leave only as chips 1 in or smaller, as kiln-dried debarked lumber, or after a 160F core heat treatment for 60 minutes with ODA permission. Cover every ash load moved from April 1 through September 30, the beetle’s flight period. A truck of ash rounds headed to a woodlot outside the quarantine breaks the rule.

Next, call 811 and wait the two business days for locates. Newberg itself needs no permit for private trees unless they are in the right-of-way, the Stream Corridor Overlay Zone, or an approved landscape plan. A stump in the planting strip is a different case: NMC 12.05.260 bars removing any right-of-way tree over 2 in diameter without a Planning Division permit (503-537-1240), and a replant from the street tree list follows.

Grindings, wood and quarantines

Keep ash grindings on the property as mulch or path cover; it is the easiest way to stay compliant. Suspect ash decline elsewhere in the yard? Report it to the Oregon Invasive Species Online Hotline, and read our EAB page for signs.

Oak gets its own rule because Mediterranean oak borer is confirmed here: infested oak, including the stump, should be burned or chipped to 1 in or less on site, and cut oak firewood shouldn’t move more than 10 miles. Oregon DEQ sets burn rules; see the burning guide before lighting a pile.

Quarantine: Emerald ash borer (EAB) rules restrict moving wood, chips and stumps out of Yamhill County.

Replanting the spot

Stumps here are mostly from planned removals. Yamhill County ranks 29th of 36 Oregon counties for NOAA storm reports, with 79 logged, so grinding rarely competes with storm cleanup outside the January to February and December peak.

If you plan to replant on the spot, grind in late summer or fall so the soil can settle before planting. Portland General Electric, which serves Newberg, asks customers not to plant under or around its wires, so pick the replacement with the wires in mind.
