Pruning rules and permits in McMinnville
McMinnville’s planning FAQ says private trees need no permit unless they sit on an approved landscape plan (commercial, industrial, apartment or religious sites) or the property is under development review. Street trees are different. The city runs a Simple removal permit, about 5 business days with an arborist report showing hazard, disease or damage, and a Complex track through the Landscape Review Committee that takes 14 to 30 days.
The published process is written around removal, so call the Planning Department at 503-434-7311 before any heavy cut on a street tree. A replaced street tree has to come from the Street Tree List or the subdivision plan, or you pay into the city planting fund. Appeals go under section 17.72.170.

Power lines and utilities in McMinnville
McMinnville Water & Light sends a contractor to trim trees near its lines on a 3-year cycle. Its planting guide says trees that top out under 25 ft can go within 30 ft of a line, and anything taller belongs more than 30 ft away. The utility doesn’t say who handles the service drop to your house, so ask before anyone climbs near it.
Never prune near energized wire yourself. If a limb is on a line, report it to Water & Light at (503) 472-6158, and read the power-line removal guide for what a line-clearance crew does. Other providers are listed on our utilities page.

That is what crews earn, not a quote. Ash prunings add a step, since they can only leave the quarantine as chips 1 in or smaller.

When to trim in McMinnville
Winter is when Yamhill County trees fail. NOAA logged 79 storm reports here since 2016, and 73% of them fell between November and February, with January, February and December the peak months. FEMA rates ice risk relatively moderate (68.7), and the February 13, 2025 event brought snow, sleet and freezing rain into the Coast Range foothills and west-central valley over two days.
That makes late summer and early fall the window to thin dense crowns and shorten long, heavy limbs before the first ice load. Ash pruning has its own clock: cover any ash load moved between April 1 and September 30, the borer’s flight period, and keep oak cuts within 10 miles because Mediterranean oak borer is also confirmed here.

What to do next
Start by sorting your trees into three groups: private yard trees you can prune freely, street trees that need a call to Planning, and anything near a line that belongs to Water & Light. The McMinnville page covers permits and storm data in more detail, and the Oregon license lookup guide shows how to check a contractor before work begins.
