Stump grinding in McMinnville, Oregon

McMinnville needs no permit for a private yard stump, so the rule that matters is the emerald ash borer quarantine on Yamhill County: ash stumps, roots and coarse grindings stay inside the quarantine area. An 811 locate request comes before the grinder.

Before the grinder arrives in McMinnville

Yamhill County is one of the Oregon counties where ODF and ODA have confirmed emerald ash borer and set a quarantine. Raw ash wood stays inside the quarantine area, and a stump counts. To leave, ash must be chipped to 1 inch or less, milled into kiln-dried, debarked lumber, or heat-treated to a 160F core for 60 minutes with ODA permission. Cover ash loads from April 1 to September 30. See emerald ash borer in Oregon for reporting through the Oregon Invasive Species Online Hotline.

Call 811 before grinding. Buried lines run where the cutter goes, and the free Oregon locate request needs the lead time shown in the card above.

The city’s FAQ says private trees need no permit unless they are on an approved landscape plan or under development review. Street trees do: a Simple permit takes 5 business days and an arborist report showing hazard, disease or damage, while a Complex one goes to the Landscape Review Committee for 14 to 30 days. The Planning Department is at 503-434-7311.

What stump grinding costs in McMinnville

The modeled range below scales with diameter, plus a minimum for small stumps. A large stump with a wide flare costs more than its trunk size suggests, and an ash stump costs more again if grindings have to be chipped fine or kept on site.

BLS puts the Portland-Vancouver-Hillsboro labor index at $35.04 an hour mean wage, the area used for McMinnville; that wage sets crew cost in the model and is not a price (method).

Grindings, wood and quarantines

Grinding makes a pile of chips and soil. For ash, keep the coarse part on the property and let only 1-inch chips leave. For other species, rake surplus into beds or haul it.

Mediterranean oak borer is confirmed in Yamhill County too, with no quarantine. An infested oak should be chipped to 1 inch or burned on site, stump and all, and cut oak firewood kept within 10 miles. Report it with photos to the Oregon Invasives Hotline.

Oregon DEQ sets the burn rules; read yard debris burning rules in Oregon before lighting debris. A stump burns poorly, so chipping is the cleaner route.

Quarantine: Emerald ash borer (EAB) rules restrict moving wood, chips and stumps out of Yamhill County.

Replanting the spot

Storms are less frequent here than in most of Oregon: Yamhill County ranks 29 of 36 for NOAA storm reports, and 73% of them land between November and February, so most stump work is planned, not storm cleanup. Grind when the ground is firm, late spring to early fall, and keep ash work outside April to September if chips will leave.

McMinnville is USDA zone 8b. If you replant near power lines, McMinnville Water & Light says trees under 25 feet tall can go within 30 feet of lines and taller species should be more than 30 feet away. A street tree replacement comes from the city’s Street Tree List or is paid into the planting fund.

What to do next

Confirm the species, then the location. An ash stump means a quarantine plan for the grindings; a street-tree stump means checking the city permit came first. File the 811 request a few days before the grinder arrives.

The McMinnville tree service guide has permits and storm data, and the Yamhill County page covers the county. Check the operator with the Oregon tree service license lookup.
