Tree removal permits in Bend

Bend Code 16.40.020 exempts tree removal on a site of one acre or smaller that already has a dwelling, and normal pruning is exempt too. The catch is fire: a tree flagged as a hazard under the Fire Code needs the Planning Manager’s approval before it comes down. Sites over an acre, and any development, fall under the Tree Performance Standards in 16.40.010 and Bend Development Code 3.2.200, which includes mitigation requirements in 3.2.200(E).

Anything on city property or in the right-of-way is different. Under BC 3.60.040, anyone other than the city needs a city tree permit to plant, remove or do major pruning on those trees, and must apply 3 working days ahead; the fee is set by Council. If you’re unsure where your property line runs, or whether a project counts as development, ask the Community Development Planning Division. The Oregon permit guide compares Bend with west-side cities.

Heavy snow dominates with 78 of 143 NOAA reports since 2016, hail is second with 26, and wildfire third with 18; high wind manages only 10. Largest recent episode: 2020-05-30: 7 reports (Hail 6, Thunderstorm Wind 1).

The county’s largest episode was a hailstorm. On May 30, 2020, a strong upper-level system crossed central and northeast Oregon in an air mass far more humid and unstable than the region normally sees, and fast-moving severe thunderstorms formed through the afternoon and evening. NOAA logged 7 reports in the Deschutes zone, 6 of them hail and 1 thunderstorm wind. Hail strips leaves and wounds bark on young trees, so check new plantings for torn bark after a storm like that.

What to do next

Check your lot size and whether the tree stands on city property; under an acre with a house, a private tree needs no permit. If it is a Fire Code hazard tree, get the Planning Manager’s approval first, and plan any thinning around defensible space. Verify the contractor in the Oregon license lookup.
