Pruning rules and permits in Bend

On your own lot, Bend Code 16.40.020 exempts normal pruning, and on a site of one acre or smaller with a dwelling it exempts removal too, so ordinary crown work needs no city permit. The exemption is written around the site, not the tree, which keeps the rule simple for a single-family parcel.

Street and park trees are different. BC 3.60.040 requires a city tree permit for anyone other than the City to plant, remove or major-prune a tree on city property or in the right-of-way. Apply three working days ahead through Community Development, Planning Division; the fee is set by Council and was not published on the pages checked. Only the City’s own work sits outside this rule, so a contractor cutting a planting-strip tree in front of your house needs the permit, not just your say-so.

Sites over an acre and anything under development sit under the Tree Performance Standards in 16.40.010 and the mitigation rules of Bend Development Code 3.2.200(E), so pruning that is really pre-clearing on a larger parcel should go through Planning first. What trimming costs in Bend

Trimming is priced by crew-hours in the modeled range below: a small ornamental at the low end, a mature ponderosa pine at the top. Height and the amount of dead wood in the crown set the hours, and a tree that needs a lift truck instead of a climber adds setup time at both ends. BLS puts Bend’s labor index at $33.32 an hour mean wage for tree trimmers and pruners on a base of 40 jobs; that is a wage, not a price, and the model converts it to a crew-hour cost (method).

When to trim in Bend

Bend sits in USDA zone 6b with 21.6 inches of snow in an average year at the Bend station, so the dormant window is long: prune in late winter, after the February peak in storm reports and before bud break. Cuts made then close over the growing season instead of sitting open through a snow load.
