Emergency tree service in Bend, Oregon
Snow breaks trees in Bend from December through February, but hail and thunderstorm wind do it in May too: NOAA’s largest Deschutes County episode was six large-hail reports on May 30, 2020. Here is the order to make the calls in.

First hour: who to call
Anyone hurt, or a line down: 911 first, then the utility. No utility is mapped for Bend on this site yet, so use the outage number on your electric bill or the utilities index. Do not let a tree service touch anything within 10 feet of a line; that work belongs to qualified line-clearance crews.
Once the scene is safe, a tree on the house or across the driveway is a removal job, and under Bend Code 16.40.020 no city permit is needed on a lot of one acre or smaller with a dwelling. A tree down in the street or planting strip is a city tree under BC 3.60.040; call Community Development, Planning Division rather than cutting, since the permit rule exempts only the City’s own work. When the storm leaves a standing tree dangerous, that is a Fire Code hazard-tree matter, and it needs the Planning Manager’s OK.

Winter is only half the story in Deschutes County. NOAA logged 143 reports between 2016 and 2026, ranking the county 16 of 36 in Oregon, and 51% of them fell in November through February, with peak months of February, January and December. The other 49% is where this county differs from the west side: 26 hail reports, 18 wildfire and 5 thunderstorm wind, types that come with summer heat, not winter storms.
Heavy snow still leads with 78 reports, and FEMA’s National Risk Index rates winter weather Relatively High for the county, score 86.6, against Relatively Low for wind at 43.2. The practical reading: in Bend the emergency call is usually a snow-loaded limb or a split pine in February, with a second, smaller season of hail and wind damage in late spring and summer. Pace is steady, 41 reports in the last three years against 38 in the three before.

On May 30, 2020, a strong upper-level low crossed central and northeast Oregon during the afternoon and evening and set off severe thunderstorms in an air mass far moister than the high desert usually sees, with dew points in the 60s. Fast-moving cells dropped large hail across the region, and NOAA recorded seven reports for Deschutes County, six of them hail and one damaging thunderstorm wind, with no dollar damage logged.

Insurance and documentation
Take photos before anyone cuts, including the base of the tree and any decay that shows in the break, and keep them with the crew’s invoice. Ask the crew to itemize removal from the structure separately from hauling and from any stump work, and keep the tree bill separate from the roofing bill. In a county where NOAA’s 26 hail reports since 2016 are the second most common type, roof and tree damage often arrive in the same storm, and the adjuster will want them apart.

What emergency work costs
Emergency work runs on the same crew-hour basis as the modeled range below, with two differences: a call-out minimum, and hours that are harder to predict because the tree is under load. A pine lying across a roof has to be cut in a sequence that keeps it from rolling, and that is slower than felling the same tree on open ground.
Demand moves the price too. Deschutes County’s storm reports peak in February, January and December, when every crew in a labor market of only 40 BLS-counted tree trimmers and pruners is busy at once, so a tree that is down but not on anything may wait behind the ones that are. Snow access adds hours when a truck cannot reach the yard, which is the no-access multiplier under the table.
