No city permit is needed to grind a stump on a Bend lot of one acre or smaller with a dwelling, because Bend Code 16.40.020 exempts tree removal there. A stump in the right-of-way is a city tree under BC 3.60.040, which requires a city tree permit for anyone but the City to remove it; apply three working days ahead through Community Development, Planning Division.

If the stump is part of a larger clearing on a site over an acre, the Tree Performance Standards in 16.40.010 and the mitigation rules in Bend Development Code 3.2.200(E) apply to the project, not just the stump; ask Planning before you grind.

What stump grinding costs in Bend

Grindings, wood and quarantines

Grindings are a mix of wood chips and soil, and a stump of any size makes more than the hole will take back. Rake the surplus into mulch beds or have the crew haul it. Left in the hole, the chips settle for a season as they rot, which matters if you plan to seed lawn over the spot in Bend’s short zone 6b growing season.

Replanting the spot

Bend is USDA zone 6b, and the station normals show 21.6 inches of snow a year, so the ground is frozen or wet from December through the February peak in storm reports. Grind when the ground is workable, in spring once it thaws or in the dry stretch from July through September when the station averages under half an inch of rain a month, and replant in spring or early fall rather than into frozen soil.

Fresh grindings pull nitrogen from the soil as they rot, so a tree planted straight into the old hole starts slow. Clear the chips, bring in topsoil, and give a new tree a season to root before the first heavy snow. Pick a species rated for zone 6b or colder; an ornamental that does fine in the Willamette Valley may not survive a Bend winter.
