Tree removal permits in Redmond
Redmond’s tree ordinance, the Trees article in Chapter 3 of the city code, covers public trees. Section 3.611 requires a permit approved by the City Arborist or designee before planting, removing or major pruning any tree on a public area, and section 3.601 defines public areas to include city-owned property and all dedicated public rights-of-way, so a street tree in the planting strip needs a permit. Under section 3.609 the owner of land abutting the right-of-way must keep street trees in good health, including watering, pruning and protection against damage and disease. A hazardous public tree can be removed or pruned on an emergency basis with the City Arborist’s authorization (section 3.611).
There is no permit for removing an ordinary tree on a private residential lot, and no heritage-tree program. The Development Regulations in Chapter 8 apply when land is developed: section 8.530 treats existing trees with a trunk diameter of 10 inches or more, measured three feet above natural grade, as significant and requires them to be preserved to the greatest extent possible. On lots fronting the canyon rim, section 8.335 bars removing existing trees over three inches caliper within 25 feet of the rim unless they are replaced by an equal number of trees. The Oregon permit guide shows how other cities handle it.
Public and street trees only
Allowances and tiers: No permit for an ordinary private tree; in development review, trees 10 in or more in diameter at 3 ft above grade are significant and preserved where possible (Sec. 8.530); canyon-rim lots: trees over 3 in caliper within 25 ft of the rim stay or are replaced one for one (Sec. 8.335)
Heritage or significant trees: No heritage-tree program; significant-tree rule applies through development review only
Street trees: City Arborist permit to plant, remove or major-prune any tree on a public area, including the right-of-way (Sec. 3.611); abutting owner maintains street trees (Sec. 3.609)
Issued by: City Arborist or designee

On May 30, 2020, a powerful upper-level system crossed central and northeast Oregon and set off severe thunderstorms in unusually humid, unstable air. Strong winds aloft made the storms fast-moving, and NOAA logged 6 hail reports and 1 thunderstorm wind report in Deschutes County. Hail strips leaves and wounds bark, and stressed trees can decline in the seasons after.

Burning, debris and fire planning in Redmond
Debris burning is not an option inside the city. Redmond Fire & Rescue’s outdoor burning regulations state that debris burning within the city limits of Redmond is prohibited at all times; outside the city, where burning is allowed, it starts at 8 a.m. and needs a permit that is valid only for the day it is submitted.
That makes the county’s FireFree event the main outlet for brush. In 2026, free yard debris disposal ran June 5 to 13 (closed Sunday), 8 a.m. to 4 p.m., at the Negus Transfer Station, 2400 NE Maple Way in Redmond. It took grass clippings, brush, prunings, pine needles and cones, branches, stumps and trees no larger than 12 inches in diameter, and turned away sod, dirt, rocks, lumber and plastics.
Redmond is also covered by the Greater Redmond Community Wildfire Protection Plan, one of seven CWPPs in Deschutes County; its 2022 revision, managed through the county’s Project Wildfire program, adjusted the western boundary near Cline Butte, added the Lower Bridge Rural Fire Protection Area and used the Oregon Wildfire Risk Explorer to assess risk. The Parks Division runs a Street Trees and Urban Forestry program and has posted an Urban Forestry Management Plan for 2026. For tree health questions, OSU Extension’s Deschutes County office is in Redmond at 3800 SW Airport Way, Building 4 (541-548-6088), and runs the Central Oregon Master Gardener program.

What to do next
Get a City Arborist permit before removing or heavily pruning a street tree, and if your lot fronts the canyon rim, check section 8.335 before cutting anything within 25 feet of the rim. If snow or hail has damaged a tree, start with a risk assessment. Check the contractor in the Oregon license lookup.
