Tree removal permits in Vancouver

Vancouver’s rules are in transition, and the two published sources disagree. The city’s tree permit page says a permit is needed, routing a developed single-family lot through a Level I permit when the work is tied to site disturbance or building, or a Level III permit for a nuisance or hazard tree. Yet VMC 20.770.030, as published through December 2025, exempted developed single-family lots under one acre that cannot be subdivided, unless a critical area is involved. Ordinance M-4533 replaced Chapter 20.770 effective July 31, 2026, and the new form cites what appears to be VMC 20.450.035. No DBH threshold or fee is published.

Treat the permit page as the rule until Community Development tells you otherwise in writing, and keep that answer with your records. Two cases are not in doubt: a tree 36 inches or larger can be a heritage tree, and any tree whose trunk stands in the right-of-way needs a street tree permit from Public Works Urban Forestry (360-487-8332) before it is planted, pruned or removed, with the abutting owner responsible for its care under VMC 12.04. Clark County’s storm count is climbing. NOAA logged 39 reports in the latest three years against 30 in the three before, a rise of about 30 percent, for 118 since 2016 and a rank of 21st among Washington’s 39 counties. Heavy snow leads with 45 reports, winter storms add 22, and ice storms and high wind tie at 11 each.

That ice count is what sets Clark apart. FEMA’s National Risk Index (December 2025) rates ice storm risk Relatively High at 90.5, well above its wind score of 82.3, and 76 percent of reports fall between November and February, peaking in January. Freezing rain coats every twig, so a broad-crowned tree can fail on a calm night with no wind at all.

The county’s costliest episode began on February 11, 2021. An arctic airmass pushed into southwest Washington under a deep trough, and a train of Pacific fronts rode over it, laying down heavy snow and freezing rain for several days. NOAA recorded 5 reports across the Greater Vancouver area, the southern Cascade foothills and the western Columbia Gorge, with $2,000,000 in damage, and noted that the lowlands took the worst of it.
