Tree removal permits in Battle Ground
The Battle Ground Municipal Code has no tree chapter, and the landscaping standards in 17.131.011 exclude single-family and two-family lots. A clearing and grading permit applies only above 50 cubic yards or 7,000 square feet (18.257.040-.050), and critical-area rules in 18.260 through 18.310 still apply where a lot has them. For most yard trees, no city permit is needed.
Trees in the public planter strip are the exception. Removing one takes a City Engineer permit under 12.110.050, granted only for a dead tree, a utility conflict, a sight-line problem or a safety issue, and a dead right-of-way tree must be replaced with an approved tree. Trimming a planter-strip tree needs no permit, and abutting owners maintain the right-of-way landscaping (12.110.090). Community Development handles clearing and critical areas. See the Washington permit guide for other cities.

Storm records for Clark County (covers Battle Ground)
Clark County’s storm count is rising. NOAA logged 39 reports in the latest three years against 30 in the three before, out of 118 in total, ranking the county 21st of Washington’s 39. Heavy snow leads with 45 reports, then winter storms with 22, and high wind and ice storms with 11 each.
The season is tight: 76 percent of reports fall from November through February, peaking in January, February and December. FEMA’s National Risk Index (December 2025) rates the county Relatively High for ice at 90.5 and Relatively Moderate for wind at 82.3 and winter weather at 73.8. Ice stands out for a Battle Ground yard, because glaze adds weight to every twig at once and brings down limbs that wind alone would not.

The county’s costliest episode began February 11, 2021. An arctic air mass pushed into southwest Washington under a deep upper trough, and as Pacific fronts rode over it, heavy snow and freezing rain fell for several days, with the lowlands hit hardest. NOAA logged 5 reports for Clark County, 3 winter storm, 1 ice storm and 1 blizzard, and put damage at $2,000,000. After a storm like that, limbs resting on the service drop are a utility call first; once the line is safe, Clark Public Utilities’ free disconnect lets a crew trim near the drop.

Power lines and utilities in Battle Ground
Clark Public Utilities is the utility mapped for Clark County. CPU clears trees within 10 feet of its overhead lines, and under transmission lines it limits trees to 10 to 12 feet tall. The service drop to your house is different: CPU will disconnect the secondary line for free so you or a contractor can trim near it safely. Outages go to 360-992-3000; ask the utility to schedule the disconnect before work starts. Use the utility directory if your bill names another provider, and read tree removal near power lines.

Pests and quarantines
Emerald ash borer (EAB)
Emerald ash borer is confirmed in the area, though no quarantine applies here. If an ash shows thinning or dieback, have it looked at and report suspected beetles to Washington’s DNR or the Washington Invasive Species Council; the Washington emerald ash borer guide covers the signs and what to do with the wood.
- Emerald ash borer (EAB): OR (ODF/ODA): keep raw ash wood inside the quarantine; move only as <=1-in chips or kiln-dried debarked lumber, or heat 160F core for 60 min with ODA permission; cover loads during flight period Apr 1

Growing conditions in Battle Ground
Battle Ground is in USDA hardiness zone 8b. Given the county’s Relatively High ice rating and 45 heavy-snow reports, choose replacement trees with strong branch unions and avoid ash while the borer is present. A planter-strip tree that dies must be replaced with an approved tree, so ask the City Engineer for the list before buying, and keep anything that will grow tall out from under transmission lines, where CPU’s limit is 10 to 12 feet.

Tree services in Battle Ground
The pages below apply Battle Ground’s rules to each job. Removal is permit-free for most yard trees and needs the City Engineer for planter strips; trimming near the service drop starts with CPU’s free disconnect; stump grinding needs an 811 locate; and the emergency page covers ice and snow storms like February 2021’s.
What to do next
Check where the tree stands: a yard tree on a lot without critical areas needs no permit, while a planter-strip tree needs the City Engineer. If the job is near the service drop, call CPU to arrange the free disconnect first. A tree damaged by ice should get a risk assessment. Check the company in the Washington license lookup before any deposit.
