Stump grinding in Tacoma, Washington
Call 811 before any stump is ground in Tacoma; a grinder digs well below the surface. Most private stumps need no city permit, but lots in or near wetlands, streams or slopes can fall under the critical areas code, TMC 13.11.
$150 minimum; not a quote.

Before the grinder arrives in Tacoma
Stump grinding counts as excavation for utility-locate purposes. Call 811 ahead of the work date so buried power, gas, water and communication lines are marked, and make sure the grinder operator waits for the paint and flags. Service lines to the house are often shallow and pass right by yard stumps.
The city has no general private-tree permit, and stump work on an ordinary lot does not need one. Grinding near a stream bank, wetland or slope is a different matter, since disturbing soil there can trigger critical areas review, so call Planning & Development Services first. A stump in the right-of-way belongs to the street-tree program and falls under the RTRE permit.

The modeled range below rises with stump diameter, root spread and access. Old fir and cedar stumps with broad flares, and backyards reached only through a narrow gate, push jobs to the upper rows.
BLS puts the Seattle-Tacoma-Bellevue mean wage for tree trimmers and pruners at $33.85 an hour, an index rather than a price. Ask whether removing the grindings and backfilling is included; it is often a separate charge (method).

Grindings, wood and quarantines
Spongy moth has been confirmed in the area. There is no quarantine here, but the egg masses travel on wood and outdoor items, so check logs, firewood and anything stored near the stump before moving them, and report sightings through the WA Invasives app.
Grindings are wood chips mixed with soil. They make usable mulch, but a hole backfilled with them will sink as they decay, so replace them with topsoil where you plan lawn or a new tree. Burning stumps or root wood is regulated by the Puget Sound Clean Air Agency, which sets the rules here; read Washington yard debris burning rules before lighting anything.

Replanting the spot
Grinding can happen year-round in Tacoma, but November averages 6.5 inches of rain at the Tacoma station and wet lawns rut badly under a grinder. July and August, at under an inch a month, are the cleanest window.
In USDA zone 8b, fall is a good time to replant once the spot is backfilled, letting winter rain settle the roots. Offset the new tree from the old stump, and see the tree guides for species.

What to do next
Call 811, confirm the stump is not in a critical area or the right-of-way, and decide what happens to the grindings. If you are not sure about the critical areas question, Planning & Development Services can tell you.
Check the contractor through the Washington tree service license lookup. If the tree is still up, start with tree removal in Tacoma, and see the Pierce County page for local storm data.
