January 2024 is the reference point for storm work in Cowlitz County. The ice storm that set in on January 16 produced 6 reports in a single episode, five of them ice storm, and the year closed with 32 reports, more than any other since NOAA’s record begins in 2016. Overall the county’s total stands at 154, which ranks 12th of 39 in Washington.
Heavy snow leads the table at 67 reports, high wind follows at 39 and winter storm at 26, with ice storm and wildfire tied at 7. February (40) and January (34) are the peak months, December adds 29, and 75 percent of the record falls between November and February; June through August are blank.
Reports have been rising, 53 in 2023 through 2025 against 43 in the three years before, though 2024 does most of that lifting. One injury and no deaths are attached to the record.

The county’s largest episode is the second act of the January 2024 cold snap. NOAA’s narrative is brief: the arctic air that had already settled over the region stayed put, temperatures held below freezing, and repeated rounds of precipitation fell as freezing rain and snow on top of what was already there. From January 16 the agency logged 6 reports for Cowlitz County, five ice storm and one winter storm, across the Lower Columbia, the south Washington Cascades and their foothills, with no property damage figure attached. Glaze on top of snow is the combination that strips limbs from Douglas fir and splits bigleaf maple.

FEMA’s National Risk Index (December 2025 release) rates strong wind, ice storm and winter weather in Cowlitz County all Relatively Low, and wildfire Very Low; the Forest Service puts wildfire risk to homes here above only 26 percent of Washington counties.
Those ratings are calmer than the storm record, and the gap is worth understanding. FEMA scores expected loss, and the county’s biggest loss came not from a falling tree but from the easterly windstorm of September 7, 2020, which NOAA tagged with about $950 million in property damage because of the wildfires it drove.
For a homeowner the practical hazards are still the ordinary ones: a leaning fir within reach of the roof, a maple with a split union, a limb over the service wire. Each of those is a question for a risk assessment, not a county rating.

Burning the debris
The Southwest Clean Air Agency writes the burn rules for Cowlitz County. Residential yard-debris burning is permanently banned inside urban growth areas and No Burn Areas, which covers Longview, Kelso and the growth land around them; outside those lines a self-issued permit allows one pile under 10 by 10 by 6 feet. Slash and land-clearing burns need a site-specific permit under SWCAA 425, so a lot-clearing job needs paperwork before the match.

Cowlitz PUD trims and removes trees that encroach on its high-voltage primary distribution lines, but the service wire from the transformer to your house is yours to keep clear. That split matters on a wooded lot: a limb over the primary gets the PUD’s crew at no cost to you, while a limb over the drop is a job you hire out, and only a qualified line-clearance crew may work within 10 feet of either. Cities and towns in Cowlitz County
Longview, at 38,362 people, is the one city in the county with a researched rule, and that rule is no permit for removing an ordinary tree on private land; the Longview page has the detail. Kelso (12,801), Woodland (6,531), Kalama (2,959) and Castle Rock (2,446) have not been researched yet, so ask the city office before removing a tree near a street.
The two river cities hold just under half of the county’s 114,885 people; the rest live across 1,141 square miles of lowland, Cascade foothill and Willapa Hills, where no city rule applies. Growth has run 3.75 percent since 2020.

USDA’s 2023 map puts most of Cowlitz County in hardiness zone 8b, with some ZIP codes in 8a. Cold is not the limit on replanting here; wet feet and ice are. Pick species that take winter saturation, and after seven ice storm reports in the record, favor trees with strong branch attachments over fast-growing ornamentals that split under glaze.
Douglas fir, western redcedar, bigleaf maple and red alder are the common large trees on this side of the Cascades, and red alder in particular is short-lived and worth replacing before it starts dropping limbs over the house.
