Stump grinding in Bellevue, Washington

A stump has no permit of its own in Bellevue, but the tree above it did: a significant tree of 6 in DBH needs the Tree Removal Only permit before it is cut, and the city requires a registered or licensed provider for paid tree work. After that it is 811, the grinder, and a pile of grindings larger than the stump.

Before the grinder arrives in Bellevue

Call 811 before the grinder is booked and give the locate the notice period on the card above. Grinding works below grade, where gas, water and the service to the house run; 811 marks the utilities’ lines, and irrigation, lighting and anything past the meter are yours to find. King County’s snow season, 84% of storm reports November through February, is also when the ground is softest, and a grinder on a saturated lawn leaves ruts, so a stump from a winter removal can wait for a dry week.

If the tree is still standing, the stump is the last step of a removal and Bellevue’s permit comes first: a significant tree is 6 in DBH at 4 ft, a landmark tree 24 in, and the lot’s yearly no-replacement allowance is 1 landmark or 2 significant trees on a lot up to 10,000 sq ft. The fee is not published, only an estimator, so Land Use Review at 425-452-4188 is the call. Bellevue requires a registered or licensed provider for paid tree work; the grinding company shows its registration too.

A stump from a tree entirely within the public right-of-way sits under BCC 14.06 rather than the clearing code, so ask the city before you grind a planting-strip stump.

What stump grinding costs in Bellevue

The modeled range below is per inch of stump diameter with a minimum, measured across the widest point of the cut, flare included. Bellevue’s lot sizes decide the rest: a stump in a back yard behind a fence takes a walk-behind machine and more hours than the same stump on the driveway, and a landmark-class stump of 24 in or more is a long job for a small grinder.

The Seattle-Tacoma-Bellevue mean wage for tree trimmers and pruners is $33.85 an hour by BLS figures, a labor index, not a price. Hauling the grindings away is a separate charge; so is grinding deep enough to plant a tree into the spot rather than lay turf, and a replacement tree required under the city’s allowance rule needs the deeper cut.

Grindings, wood and quarantines

No wood quarantine is recorded for King County on this site, so grindings, rounds and chips can leave the property. Spongy moth is confirmed in the county without a quarantine; the homeowner’s part is to report a sighting through the WA Invasives app, inspect wood and outdoor gear before moving it in from an infested state, and host a trap if asked. Grindings are chips and soil mixed; they settle as they rot and tie up nitrogen for a season, so overfill the hole and keep them away from new plantings.

Burning the stump or the wood is not the city’s call. The Puget Sound Clean Air Agency sets outdoor burning rules for King County; its rule summary is in the box below, and the Washington yard-debris guide covers the rest. A stump left to rot in a climate with 39.34 in of rain a year does so slowly, and grinding is the only fast way out.

Burning the debris

Puget Sound Clean Air Agency: Burning yard waste is not allowed at any time in urbanized areas, and residential yard-waste burning is prohibited inside the Urban Growth Areas of King, Kitsap, Pierce and Snohomish counties; land-clearing fires are prohibited across all four counties, and fines for illegal fires typically start at $1,000 (Regulation I, Article 8). Replanting the spot

Bellevue is in USDA hardiness zone 8b. NOAA normals for the Seattle-Tacoma airport station put the wettest month at November with 6.31 in and the driest at July with 0.6 in, so a tree planted into the ground spot in October roots through a wet winter and one planted in May needs a hose all summer.

If the tree came out under a permit, Bellevue’s replacement rule applies beyond the lot’s allowance, and the replacement should not go into fresh grindings; plant it beside the old spot in native soil, or rake the grindings out and backfill with soil first.

What to do next

Measure the stump across its widest point, count how many, and note the gate width; that is what a company quotes from. File the 811 locate, confirm the removal permit is closed if the tree came down this year, and ask the company for its registration, since Bellevue requires a registered or licensed provider for paid tree work. Check it at the Washington license lookup, then call.
