Tree removal permits in St. Helens
St. Helens ties its permit to location. Under chapter 17.132 of the Community Development Code, removing a tree 6 inches DBH or larger needs a permit only if it stands on or in a sensitive land area as defined in 17.44; outside those areas, a private tree needs none. Hazardous trees, nuisance trees and trees blocking vision clearance are exempt, as are Christmas tree and registered tree farms outside sensitive lands.
Replacement is required: trees 12 inches DBH or larger that are removed need one or two replacements of at least 2 inches DBH, depending on how many trees are retained. A development site with more than 10 trees, or any tree over 2 feet DBH, needs a tree plan. The Community Development Director issues permits, and no fee was published.
