Tree removal in Happy Valley, Oregon

Permit rules for removing a tree in Happy Valley
The city code sets the line at a trunk diameter greater than 6 in on private property: at or under that size you can cut without asking, above it you file first. Code Enforcement and the Planning Division (503-783-3800) issue the permit under Land Development Code Section 16.42.050, and the current LDC took effect June 3, 2025.
Most homeowners fit the Type A track: up to 3 trees, none in a Steep Slope or Natural Resource overlay, none protected by a prior land-use condition, none in a street-tree easement, and no removals in the past year. Type A costs $56. Anything outside those limits is Type B at $85 plus $56 per tree, capped at $5,294, and the fee is waived in some cases. A tree in the right of way or planter strip always needs a Type B permit with replacement.
Replacement is required either way, per the LDC table by DBH and location or by paying the Tree Bank $277 per tree (adjusted each July 1), and the work must be finished within 90 days. Happy Valley also requires the company doing paid tree work to hold a city business license under HVMC 5.04.030, so ask for that number before you book.

What tree removal costs in Happy Valley
Height drives the modeled range below: the model assigns crew-hours by height band, multiplies by the crew-hour cost, and marks up work tight against a house or with no truck access. A crane day, when the drop zone needs one, is a separate line, and stump grinding is not included.
Two local costs sit on top of that range in Happy Valley. The recent trend is down. NOAA logged 48 storm reports for Clackamas County in the last three years against 86 in the three years before, a drop of more than 40 percent, so fewer removals here start as emergencies and more are planned jobs on trees that showed trouble in an earlier winter.
The county still ranks 8 of 36 in Oregon with 198 reports since 2016. Heavy snow leads with 64, wildfire follows at 35, and strong wind and high wind add 46 between them. December, February and January are the peak months, and 66 percent of all reports fall between November and February, which is why crews book out fastest in late winter.

On September 7, 2020, NOAA tied 7 wildfire reports for Clackamas County to one setup: a warm ridge early in the month, then an unseasonably strong backdoor cold front that pushed powerful east winds down the Cascade and Coast Range slopes through the afternoon and evening, lasting much of the next day. Very low humidity and exceptionally dry fuels turned that wind into explosive growth of fires already burning, mainly in the North Oregon Cascades and their foothills. For a Happy Valley yard the warning is the wind as much as the fire: the same downslope pattern snaps limbs and tips shallow-rooted trees in late summer, well before the winter peak.

Emerald ash borer is confirmed in Clackamas County and the county sits inside the Oregon quarantine, so an ash removal in Happy Valley ends with a disposal plan, not just a cut. Raw ash wood stays inside the quarantine; it may leave only as chips of 1 in or less or as kiln-dried, debarked lumber, or after heating to a 160F core for 60 minutes with ODA permission. Loads must be covered during the April 1 to September 30 flight period.
Mediterranean oak borer is also confirmed here, without a quarantine: do not move cut oak firewood more than 10 miles from the source, and chip or burn an infested oak, stump included, on site. How removals are done here
Happy Valley grew from 23,733 people in 2020 to 28,916 in 2025, and the permit code hints at where that growth sits: the Type A track excludes Steep Slope and Natural Resource overlays, which is the city telling you which lots get technical. On those lots a crew usually climbs and rigs the tree down in sections rather than felling it, and a crane is reserved for trunks that cannot be lowered past a house.
