Stump grinding in Happy Valley, Oregon
An ash stump in Happy Valley is quarantined wood: Clackamas County is inside Oregon’s emerald ash borer quarantine, so the stump and any grindings coarser than 1 inch stay inside the quarantine area. File an 811 locate request before the grinder cuts below grade.

Before the grinder arrives in Happy Valley
ODF and ODA have confirmed emerald ash borer in Clackamas County and placed it under quarantine. Raw ash wood, which includes a stump, its roots and coarse grindings, may not be moved out of the quarantine area. The legal ways out are chips of 1 inch or less, kiln-dried lumber with the bark off, or wood heated to a 160F core for 60 minutes with ODA permission. Between April 1 and September 30 the beetles are flying, and ash loads must be covered. The details are on emerald ash borer in Oregon.
811 is the second call. A grinder can reach well below the surface, where gas, water and power lines run, so put in the free Oregon locate request with the lead time shown in the card above and wait for the marks.
Happy Valley permits the tree, not the stump. Removing a tree with a trunk over 6 inches on private property takes a Type A permit ($56, up to three trees outside the overlays) or a Type B ($85 plus $56 per tree), and anything in the right-of-way or planter strip is Type B with replacement. Permitted work must be done within 90 days, so schedule the grinding inside that window, and hire a contractor with a Happy Valley business license under HVMC 5.04.030. What stump grinding costs in Happy Valley
Diameter at the cut drives the modeled range below, with a minimum for small stumps. Measure the widest point of the flare, since a big conifer stump is wider at the ground than at chest height. An ash stump costs more to handle than its size suggests if the crew has to chip grindings to 1 inch or keep them on site.
Replacement can add depth. Happy Valley requires replacement trees under its Land Development Code table, or a Tree Bank payment of $277 per tree, and planting where the old tree stood means grinding deeper and clearing more chips. BLS puts the Portland-Vancouver-Hillsboro labor index at $35.04 an hour mean wage; that wage feeds the model and is not a price (method).
| Stump diameter | Modeled range |
|---|---|
| Under 12 in | $150 minimum |
| 12 to 24 in | $150 |
| 24 to 36 in | $150–$200 |
| 36 to 48 in | $150–$300 |
Modeled at $4 to $6 per inch of diameter with a $150 minimum, rounded to $50. Modeled estimate, not quotes (method).

Grindings, wood and quarantines
Grindings are wood chips mixed with soil, and the pile is bigger than the hole. If the stump was ash, keep the coarse material on your lot or inside the quarantine and use it as mulch; only 1-inch chips can travel. For any other species, rake the surplus into beds or have the crew haul it.
Mediterranean oak borer is also confirmed in Clackamas County, without a quarantine. An infested oak should be cut and chipped to 1 inch or burned on site, stump included, and cut oak firewood should stay within 10 miles. Report suspect trees with photos and a location to the Oregon Invasives Hotline.
Fire is the reason to skip burning. NOAA logged 35 wildfire reports in the county, seven of them on September 7, 2020, when a dry east wind behind an early-season cold front blew up fires already burning in the Cascades. Oregon DEQ sets the rules; see yard debris burning rules in Oregon.

Replanting the spot
Clackamas County’s storm reports have fallen sharply: NOAA logged 48 in the last three years against 86 in the three before. Heavy snow still leads the record with 64 reports, and December is the peak month, so winter grinding often waits on frozen or soaked ground. Late spring through early fall is the practical window.
Happy Valley is in USDA zone 8b. Plant the required replacement tree in fall or early spring, after the grindings are cleared and topsoil is added, since fresh chips draw nitrogen as they rot. For an ash stump ground between April 1 and September 30, cover the load if any of it leaves the yard.

What to do next
Sort out the species, then the paperwork. An ash stump means a plan for the grindings under the quarantine; a recent removal means checking that the Happy Valley permit is in hand and the 90-day clock is running. File the 811 request last, a few days before the grinder arrives.
The Happy Valley tree service guide covers removal permits and storm data, and the Clackamas County page has the hazard ratings. Confirm the operator’s state license with the Oregon tree service license lookup.
