Tree removal permits in Richland
There is no city permit for cutting a tree on your own lot in Richland. The code says so directly: RMC 22.14.040 states the ordinance is not intended to regulate private trees that do not affect public safety. The flip side is in 22.14.130, which makes a hazardous private tree an abatable nuisance, so a dead tree leaning over the sidewalk is still your problem, enforced as a nuisance rather than permitted as a removal.
What still applies is everything on public ground. Planting in the right-of-way, or pruning, cutting or removing a public tree, attaching anything to one, or digging inside its critical root zone needs a no-fee permit from the Municipal Arborist in Parks and Recreation under 22.14.090, and damage to a public tree is charged back at its ISA-appraised value under 22.14.110. A company doing paid work on public-property trees needs a city license backed by ISA certification and $500,000 of liability insurance (22.14.150). The largest episode in the county record is a thunderstorm, not a winter storm. On May 30, 2020, a strong upper-level system crossed southeast Washington on an afternoon when the air was far more unstable than this region usually sees, with dewpoints in the 60s, and NOAA logged 3 thunderstorm-wind reports in Benton County as fast-moving cells raced through into the evening with damaging gusts. Nothing local has matched it since, and the county has logged only 6 reports in the last three years against 19 in the three before, one more reason to treat a Richland removal as a scheduled job rather than a storm response.
