Wind is nearly the whole story when storms arrive. High wind makes up 32 of the 45 reports, heavy snow 6, winter weather 4, winter storm 2 and strong wind 1. January and February hold 10 each, November 8, and 76 percent of the record falls between November and February.

The largest episode began on January 1, 2021, when a run of weather systems crossed western Washington with widespread rain and gusty wind. Several observation sites topped 58 mph, and NOAA logged three high wind reports for the Admiralty Inlet zone. The costliest event came two days earlier: a year-end Pacific storm on December 30, 2020 brought breezy to locally windy conditions to the lowlands, and NOAA’s damage figure for it is $5 million.

Burning the debris
The Northwest Clean Air Agency sets burning rules for Island County, and they are strict. Under NWCAA Section 502, outdoor burning is permanently banned in every city, town and urban growth area, which covers Oak Harbor, Coupeville and Langley. Outside city limits, county fire officials issue the permits: verbal for small fires, written for piles over 4 feet across. For removal debris inside a city, plan on chipping or hauling.

Oak Harbor, with 24,083 of the county’s 85,657 people, has a partial tree rule: some removals need a permit and others do not, so check the city’s criteria before you cut.
