Tree removal permits in Roseburg

Roseburg’s tree code, RMC 4.12, covers park and street trees, and no rule was found for trees on private lots; non-mechanical tree removal on partially developed property is also exempt from a site development permit (12.06.030(B)(1)(e)). For a backyard tree, that means no city permit. The Land Use and Development Ordinance shows no tree-preservation chapter, and the code has no heritage program.

Street and park trees are a different matter. Under 4.12.020 you need a permit from the Public Works Director to remove one, to prune branches over 3 inches, or to dig within 10 feet of it, and the director may require replacement planting (4.12.040). City tree program, leaves and burning in Roseburg

Roseburg runs its Tree Program out of Public Works. The city states that the Tree Ordinance and Tree Program cover trees in the city’s right-of-way and public-way areas and the trees in Roseburg city parks and beautification areas, which is why a planting-strip tree goes through Public Works while a backyard tree does not.

Fallen leaves get a city pickup. In 2025 Public Works ran residential leaf pickups from the week of Monday, November 3, through Wednesday, December 31, following a set route that starts at Laurelwood Park, moves west through Harvard Avenue and then runs clockwise to the Mill-Pine Historic District, with each cycle through the neighborhoods taking about a month. Residents pile leaves neatly at the edge of the property or on the street in front, away from the curb, and the city also delivers free dump-truck loads of leaves, about 8 cubic yards minimum, to addresses inside city limits.

Burning is governed by the fire season. The Douglas Forest Protective Association prohibits debris burning, burn barrels included, while fire season is in effect; when permits are issued they are free, good for one day only, and require a fire trail around the pile, tools, water and someone able to fight the fire, with the burn attended at all times. Outside fire season, backyard debris burning outside incorporated cities needs no DFPA permit, so inside Roseburg check with the city fire department first; DFPA is at 541-672-6507.
