Stump grinding in Keizer, Oregon

Before a Keizer stump is ground, find out whether it was an ash. Marion County is under Oregon’s emerald ash borer quarantine, so raw ash wood, stump and coarse grindings included, has to stay inside the quarantine area, and an 811 locate request comes next.

Before the grinder arrives in Keizer

Emerald ash borer is confirmed in Marion County, and ODF and ODA have the county under quarantine. That means an ash stump cannot be trucked out of the quarantine area as raw wood. It leaves only as chips no bigger than 1 inch, as kiln-dried, debarked lumber, or after a 160F core heat treatment for 60 minutes approved by ODA. Cover loads of ash debris from April 1 through September 30, when the adult beetles fly, and see emerald ash borer in Oregon before arranging disposal.

Call 811 too. The cutter teeth go below grade, and buried service lines are common in a planted yard, so the free Oregon locate request goes in with the lead time shown in the card above.

Keizer has no general permit for private trees, so grinding a yard stump needs no city sign-off. Parking strips are different: right-of-way trees there may not be cut, removed or transplanted without Public Works permission (503-856-3561), so ask before grinding a stump in the strip. The significant-tree rules (12 inches DBH or 50 feet tall) apply only to land-use applications through Planning.

What stump grinding costs in Keizer

The modeled range below scales with stump diameter, so measure the flare at ground level. An ash stump adds handling if the coarse grindings must stay on site or be chipped down to 1 inch, and a parking-strip stump can add a wait for Public Works permission.

BLS puts the Salem-area labor index at $34.49 an hour mean wage on about 100 tree trimmer jobs, a small pool for a city Keizer’s size. That wage is the input to the model, not a price (method).

Grindings, wood and quarantines

A ground stump leaves a mound of chips and soil. Keep ash grindings in your own beds as mulch, where the quarantine is no issue, and let only chips of 1 inch or less leave. Other species’ chips can go to yard debris or be hauled.

Marion County also has Mediterranean oak borer, confirmed but not quarantined. An infested oak should be chipped to 1 inch or burned on site, stump included, and cut oak firewood kept within 10 miles of the tree. Photos and a location go to the Oregon Invasives Hotline.

Open burning is under Oregon DEQ rules. Marion County’s NOAA record includes 34 wildfire reports, seven of them from September 7, 2020, when hot, dry offshore winds pushed fires in the Cascades into explosive growth, so chip instead of burning where you can; see yard debris burning rules in Oregon.

Quarantine: Emerald ash borer (EAB) rules restrict moving wood, chips and stumps out of Marion County.

Replanting the spot

Marion County’s storm reports dropped from 70 to 37 between the prior three years and the last three, per NOAA, but heavy snow still leads with 60 of 148 reports, peaking in December. Soft winter ground makes grinding messy; plan it for late spring to early fall, and remember the April to September ash flight period if an ash stump’s chips will leave the yard.

Keizer is USDA zone 8b. Replant in fall or early spring after clearing the grindings and adding topsoil. If the stump was in a parking strip, Public Works decides what goes back there.

What to do next

Three checks before the grinder comes: what species the stump was, whether it sits in the parking strip, and whether 811 has marked the yard. An ash answer means a plan for the chips under the quarantine.

Pruning rules and street clearances are on the Keizer tree trimming page, and the Marion County page has the storm and hazard data. Check the operator with the Oregon tree service license lookup.
