Stump grinding in Hillsboro, Oregon
Hillsboro has no stump or private-tree permit on its pages, but a street-tree stump is different: removing a street tree takes a free Tree Care Permit from Public Works and the tree is replaced, so that stump is ground to plant into. Washington County is inside the emerald ash borer quarantine, which decides where ash grindings can go.
$150 minimum; not a quote.

Before the grinder arrives in Hillsboro
Call 811 before the grinder is booked and give the locate the notice period on the card above. A grinder works below grade, where gas, water and the service to the house run; the locate marks the utilities’ lines, and irrigation, low-voltage lighting and anything past the meter are yours to find. Portland General Electric serves Hillsboro, and if its service line to the house runs underground it is the line you least want to meet with a cutter wheel.
The permit question is about the tree, not the stump. For a private tree outside the Significant Natural Resource overlay (CDC 12.27), no permit was found on the city’s pages; inside the overlay, removal goes through SNR review or an exemption, and Planning / Development Services at 503-681-6153 is the call. A street tree is the one firm rule: a free Tree Care Permit from Public Works under HMC 9.18.020 before it is removed, and the tree is replaced, so a planting-strip stump is being ground for a new tree, not for turf.
The code text could not be read when this page was checked on October 2, 2026, and whether replacement is required for a private tree is not stated by the city, so if the tree is still standing, ask before it comes down; the grinder is the easy part.

What stump grinding costs in Hillsboro
The modeled range below runs per inch of stump diameter with a minimum, measured at the widest part of the cut, and a Hillsboro quote moves on access and disposal rather than paperwork, since the only permit involved, the street-tree one, is free. An ash stump’s grindings cannot leave the quarantine except as chips of 1 in or less, and an infested oak’s stump is supposed to be chipped or burned on site, so hauling it away may not be an option and grinding it finer is the charge instead.
The Portland-Vancouver-Hillsboro mean wage for tree trimmers and pruners is $35.04 an hour by BLS figures, a labor index behind the model rather than a price. A walk-behind machine through a side gate costs hours; a stump the truck can park beside does not.
| Stump diameter | Modeled range |
|---|---|
| Under 12 in | $150 minimum |
| 12 to 24 in | $150 |
| 24 to 36 in | $150–$200 |
| 36 to 48 in | $150–$300 |
Modeled at $4 to $6 per inch of diameter with a $150 minimum, rounded to $50. Modeled estimate, not quotes (method).

Grindings, wood and quarantines
Washington County is inside the Oregon emerald ash borer quarantine: raw ash wood stays in, moving only as chips of 1 in or less, as kiln-dried debarked lumber, or after a 160F core heat for 60 minutes with ODA permission, with loads covered during the April 1 to September 30 flight period and sightings reported to the Oregon Invasive Species Online Hotline. The Oregon EAB page has the detail.
Mediterranean oak borer is confirmed here without a quarantine, and its rule is written for exactly this job: cut, then burn or chip the infested oak to 1 in or less on site, stump included; keep cut oak firewood within 10 miles; report with photos and location to the Oregon Invasives Hotline.
Burning is Oregon DEQ’s call, not the city’s; its rule for the county is in the box below, and the statewide yard-debris guide covers seasons and alternatives. Grindings from any other species are chips and soil that settle as they rot and tie up nitrogen for a season; the Portland-Hillsboro airport normals give 35.93 in of rain a year with December wettest at 6.05 in, so overfill the hole in autumn or it is a puddle by January.

Replanting the spot
Hillsboro is in USDA hardiness zone 8b. The driest months at the Portland-Hillsboro station are July at 0.37 in and August at 0.48 in by NOAA normals, so a tree planted into the ground spot in spring is on the hose until October, and one planted in October or November roots through the wet season.
A street-tree replacement is part of the Tree Care Permit, with Public Works deciding the species; a private replacement is yours to choose, and where the stump was an ash the replacement should not be ash again. Rake the grindings out or let the spot settle for a season before the new tree goes in.

What to do next
Measure the stump at its widest, note the species, and note whether a machine can reach it through the gate. File the 811 locate; if the stump is in the planting strip, confirm the Tree Care Permit covered the removal and ask Public Works what goes back in; if the tree is still standing inside the SNR overlay, Planning (503-681-6153) comes first. Check the company at the Oregon license lookup, then call.
