Tree removal permits in Hermiston

You can remove a tree from your own Hermiston lot without a city permit. The obligations run the other way: Code 92.06 requires private trees to be pruned to at least 8 ft above sidewalks and 13 ft above the street right-of-way, and dead or hazardous trees must be removed. A tree hanging low over the sidewalk is a code issue even if it is healthy.

Public trees are different. Under Code 94.04, no tree may be planted in or removed from a parking strip or other public place without approval from the City Manager or the Parks & Recreation Committee acting as the Community Tree Board, and the code keeps a list of prohibited species. If the trunk is in the strip between sidewalk and curb, get that approval in writing before anyone cuts. No fee schedule was published.

Storm records for Umatilla County (covers Hermiston)

Umatilla County’s storm record is busy but slowing. NOAA logged 186 storm reports for the county since 2016, ninth of 36 Oregon counties, yet the most recent three years produced 40 reports against 77 in the three years before, a drop of nearly half. Heavy snow leads at 85 reports, with high wind at 47.

The mix is broader than west of the Cascades. The county also logged 20 thunderstorm wind reports, 13 hail reports, 6 wildfires and 4 tornadoes, and only 65 percent of reports fall between November and February. FEMA’s National Risk Index puts wildfire risk in the 96.2 percentile and rates ice storm and winter weather risk Relatively High, so tree work here has to plan for both winter load and summer fire.

Largest recent episode: 2020-05-30: 9 reports (Thunderstorm Wind 5, Hail 4).

The county’s largest single-day cluster was 2020-05-30, when NOAA recorded nine reports in the Umatilla zone: five for thunderstorm wind and four for hail. A strong upper-level low crossed northeast Oregon and southeast Washington that afternoon into an unusually moist, unstable air mass, with dewpoints in the 60s. Fast-moving severe storms followed, throwing large hail and damaging gusts. No dollar damage was recorded, but a late-spring wind event like this catches trees in full leaf, when they act most like sails.

Tree services in Hermiston

The service pages below apply Hermiston’s rules to each job: removal with no permit but a Tree Board sign-off for parking-strip trees, trimming to the 8 ft and 13 ft clearances in Code 92.06, stump grinding, and emergency help after a snow or thunderstorm event.

What to do next

Start by locating the trunk. On your side of the sidewalk, no permit is needed; in the parking strip, the City Manager or Tree Board must approve removal. If the tree is dead or leaning, Code 92.06 already requires you to deal with it.

Before hiring, confirm the company’s license through the Oregon license lookup. Open burning of the debris follows Oregon DEQ rules, summarized in the burning guide. For storm damage to a house or car, see the insurance guide.
