Pruning rules and permits in Gresham

Gresham’s tree rules, Development Code Section 9.1000, are about removal and replacement: a regulated tree is 8 in DBH, or 6 in inside the floodplain, hillside and natural-resource overlays, and a single-family lot of 35,000 sq ft or less may remove 3 in 12 months under a free exemption. No pruning permit appears in those rules, so a crown clean or a reduction on your own tree is between you and the trimmer.

The line that matters is where pruning becomes removal. A tree the trimmer tells you is past saving is no longer a trimming job; it is a regulated-tree removal with replacement at 1-for-1 under 24 in and 1 caliper inch per 4 in removed above that, and the Planner on Duty (503-618-2780) is the call before that cut, not after.

Street trees in the right-of-way have their own rule: removing one takes a free Type I permit and a replanting from the city-approved list. No pruning permit is on file for them either, but the replacement rule is a reason to keep the cuts conservative, because a planting-strip tree that is pruned to death is a removal.
