Before the grinder arrives in Eugene
Call 811 before the grinder is booked and give the locate the notice period on the card above; a grinder cuts below grade, and an unmarked gas service is the one surprise that turns a cheap stump morning into an expensive one. Street trees may not be removed without City Manager approval under EC 6.305, and the approval can be conditioned on replacement or a payment set by ISA valuation, so if the stump you want gone belongs to a planting-strip tree that still has to come down, the approval comes before the saw and the grinder.

Eugene is in USDA hardiness zone 8b. NOAA normals for the Eugene airport station give 40.83 in of rain a year, with July at 0.32 in and August at 0.39 in; a replacement tree planted in October or November roots through the wet season, while one planted in June is on the hose until the rain returns.
If the tree came out under a felling permit, Eugene can condition the permit on replanting, so keep the nursery receipt. Rake the grindings out of the hole or let the spot settle for a season before the new tree goes in; a sapling set into fresh chips sinks as they rot.
